Robert Duncan's "Way Up North"

I assumed this was a painting of Santa Claus but now that I really look at it I don't know if that's who it's supposed to be.

    Doing the puzzle now. We think they are Laplanders, except the cabins are perhaps too permanent for that.
    Scandanavians. The moose is a eurasian elk?
